It is an advocacy organization promoting access to high-speed internet\/spectrum to remote and rural First Nations communities across Turtle Island, (Canada). This vision and mission statement reflects the present lack of connectivity that\u2019s critically needed for all First Nations situated in Canada.<\/p><p>The NICI was created out of common- interests among Canada\u2019s First Nations communities for a strong and effective collective advocacy organization to support access to high-speed internet for remote and rural First Nations communities. Common interests or values such as respect, diversity, justice, and the sovereignty of all First Nations supporting the work of the NICI are foundational.\u00a0<\/p><p>The NICI builds, develops, and maintains strong and productive networks and relationships with international, national, regional and local community First Nations leaders, technical connectivity specialists, feeder organizations, and interested communities, as well as relationships with government officials (federal, provincial, territorial and municipal).<\/p><p>Over the past year, the NICI has participated in a variety of forums (presentations, panel discussions, conversations, and meetings) related to the Indigenous spectrum sector issues and matters, promoting the interests of the remote and rural First Nation communities, while enhancing the NICI\u2019s profile, and improving public awareness and understanding.<\/p><p>Further, I want to take this opportunity to acknowledge the support we have received from Assembly of First Nations (AFN), the 65 First Nations across Canada who openly expressed support for the NICI advocacy role, ALAR Strategy Group and Advanced Interactive Canada Inc. throughout the past year. As we launch into the 2025 Action Plan, NICI\u2019s collective will continue to break down challenges that the federal government throws our way. We will campaign to share our vision and message to all First Nations across Turtle Island.<\/p><h4>Action Plan 2025 &#8211; 2027<\/h4><ul><li>As per AFN Resolution #003 April, 2022 on NICI, promote advocacy for all remote and rural First Nations to have access to high-speed internet by <em>2029<\/em><\/li><li>Recruit Indigenous Leadership to replace outgoing NICI BoD Members <em>2025<\/em><\/li><li>Identify members to sit on NICI Sub-Committees: Governance Committee and Technical Experts Working Committee<em>\u00a02025<\/em><\/li><li>Secure Partnerships with potential funders through Reconciliation Agreements <em>2024-2025<\/em><\/li><li>Develop a First Nation Technology Directory to promote Indigenous Businesses <em>2025-2026<\/em><\/li><li>Update the NICI Website <em>2025<\/em><\/li><li>Appointment to the International Spectrum Policy Working Group Committee <em>2025-2029<\/em> (Canada, Mexico and New Zealand)<\/li><\/ul><p>\u00a0<\/p><p>Truly, I am optimistic that we will successfully partner with major funders that have similar initiatives, vision and values as the NICI. While we have these challenges in connectivity and access to high-speed internet, we have potential partners who can innovate and create space for First Nations.<\/p><p>Also, I am encouraged that as First Peoples of Canada, through our First Nations, we will succeed in addressing our connectivity needs, big <em>or<\/em> small, in rural and remote communities.<\/p><p>We are revamping the NICI website this year to include an opportunity for all First Nations wanting more information. This was conducted through ISED\u2019s call and extended second call date over the past 16 months.<\/p><p>Recently, ISED announced that the department will be sharing these results of their findings in the coming months through Indigenous Connectivity Inc&#8217;s conferences. 400;\">On behalf of the National Indigenous Connectivity Inc, (NICI) team, I am sharing my NICI CEO 2024-2025 year-end report.\u00a0 I like to acknowledge all our First Nation partners and NICI Board members who continue to support the National Indigenous Connectivity Inc.<\/span><\/p><p><span style=\"font-weight: 400;\">I had the privilege of meeting several senior Indigenous and non-Indigenous professionals during the past quarter coming to a close in the month of December in Toronto and Ottawa Ontario.<\/span><\/p><p><span style=\"font-weight: 400;\">For example, for the past several weeks NICI have been promoting our NICI- National Indigenous Connectivity Conference scheduled for February 25-26, 2026 at the Grey Eagle Resort &amp; Casino- Event Centre-Ballroom located at 3777 Grey Eagle Drive, TsuuT\u2019ina Nation, Calgary, Alberta. However, we continue to meet with potential partners to secure Reconciliation Agreements for the time period of 2025-2030.\u00a0 NICI continues to advocate for remote and rural First Nations communities to access affordable high-speed internet and unused spectrum.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Note, there has been a shift in public education on understanding remote and rural First Nations\u2019 need to have access to affordable high- speed internet or spectrum.\u00a0 For example, NICI continues to provide Indigenous Cultural Training (ICC) to government officials and the private sector to appreciate our diverse and unique First Nations culture and protocols across Turtle Island.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">To recap, NICI\u2019s approach to building Reconciliation as Relationship is based on the following;<\/span><\/p><p><b>Legal \/ Constitutional Basis \u2014 Supports NICI\u2019s Claim to Spectrum Rights<\/b><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Under the Canadian Constitution (specifically the Constitution Act, 1982, section 35), Aboriginal and treaty rights are recognised and affirmed. Centre for Constitutional Studies Minist\u00e8re de la Justice<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Crown (federal or provincial) therefore has a constitutional obligation to consult Indigenous <\/span>Peoples of Canada (and, where appropriate, accommodate them) when contemplating governmental decisions or licensing may adversely impact asserted or established Aboriginal or treaty rights.<\/li><\/ul><p><b>Crown-Indigenous Relations Canada Housing Infrastructure Canada<\/b><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The justification for consultation is not limited to proven title \u2014 even \u201casserted or potential\u201d <\/span>Aboriginal or treaty rights can trigger the duty.\u00a0<\/li><\/ul><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Several Indigenous advocacy voices (and analyses of spectrum regulation) describe <\/span>electromagnetic spectrum over Indigenous lands as a \u201cnatural resource\u201d that was never ceded <span style=\"font-weight: 400;\">and thus should be subject to Indigenous control or stewardship (often referred to as \u201cspectrum\u00a0<\/span><span style=\"font-weight: 400;\">sovereignty\u201d). The Wire Report<\/span><\/li><\/ul><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Therefore, the granting of exclusive spectrum licences to telecom companies \u2014 especially <\/span>without meaningful First Nations consultation or consent \u2014 raises strong constitutional and <span style=\"font-weight: 400;\">rights-based concerns.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">This legal framing strengthens NICI\u2019s moral, legal and political argument that spectrum licensing in <\/span><span (NICI) advocacy work with the remote and rural First Nations wanting to secure access to high-speed internet or spectrum to have tele health and tele-education to have digital inclusion. The decision became final on 13 August 2023. <b>Cogeco has appealed this CRTC decision to Cabinet<\/b> \u2013\u00a0<a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/T-3.4\/page-1.html?txthl=over\"><u>section 12<\/u><\/a><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/T-3.4\/page-1.html?txthl=over\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a>Telecom Act.<\/p><p>Prioritizing resale <b>does nothing for rural, remote of indigenous communities<\/b> that are not yet connected to fibre. The CRTC\u2019s narrow pursuit of wholesale access comes at the expense of investment as <b>resellers<\/b> make virtually <b>no investment in network expansion.\u00a0 The CRTC decision is forcing Bell to open its fibre network to Telus and Rogers. a Major Projects Office (MPO)<\/h4>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-156b33d elementor-widget elementor-widget-text-editor\" data-id=\"156b33d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In September, 2025\u00a0 the Prime Minister, Mark Carney, announced the launch of the new Major Projects Office (MPO). The MPO will work to fast-track nation-building projects by streamlining regulatory assessment and approvals and helping to structure financing, in close partnership with provinces, territories, Indigenous Peoples, and private investors.<\/p><p>The five major projects are as follows:<\/p><p><b>(1)\u2002LNG Canada Phase 2, Kitimat, British Columbia: <\/b>This project will double LNG Canada\u2019s production of liquefied natural gas, making it the second-largest facility of its kind in the world. It is expected to attract significant private-sector capital to Canada, contribute to our GDP growth, and support jobs and economic growth in local communities. It will diversify our trading partners and meet increasing global demand for secure, low-carbon energy with Canadian LNG, contributing to worldwide energy security by increasing the supply of available natural gas for Asian and European partners. Leveraging Canada\u2019s sustainable advantage, emissions are projected to be 35% lower than the world\u2019s best-performing LNG facilities and 60% lower than the global average.<\/p><p><b>(2)\u2002Darlington New Nuclear Project, Bowmanville, Ontario: <\/b>This project will make Canada the first G7 country to have an operational small modular reactor (SMR), accelerating the commercialization of a key technology that could support Canadian and global clean energy needs while driving $500 million annually into Ontario\u2019s nuclear supply chain. Once complete, Darlington\u2019s first of four planned SMR units will provide reliable, affordable, clean power to 300,000 homes, while sustaining 3,700 jobs annually, including 18,000 during construction, over the next 65 years. The project has the potential to position Canada as a global leader in the deployment of SMR technology for use across the country and worldwide.<\/p><p><b>(3)\u2002Contrec\u0153ur Terminal Container Project, Contrec\u0153ur, Qu\u00e9bec:<\/b> This project will expand the Port of Montr\u00e9al\u2019s capacity by approximately 60%, to give Eastern Canada the trading infrastructure it needs to keep goods moving, meet growing demand, and diversify trade routes. It will strengthen supply chains, create thousands of jobs, and generate approximately $140 million annually in local and national economic benefits across Qu\u00e9bec and Canada.<\/p><p><b>(4)\u00a0 McIlvenna Bay Foran Copper Mine Project, East-Central Saskatchewan:<\/b> Situated in one of Canada\u2019s richest mineral belts and working in close collaboration with the Peter Ballantyne Cree Nation, this project will supply copper and zinc to strengthen Canada\u2019s position as a global supplier of critical minerals for clean energy, advanced manufacturing, and modern infrastructure. It will create 400 jobs, boost local economies in Saskatchewan and Quebec, where the copper will be smelted, and is expected to be the first net-zero copper project in Canada.<\/p><p><b>(5)\u00a0 Red Chris Mine expansion, Northwest British Columbia:<\/b> This major expansion project will extend the lifespan of the mine by over a decade, increase Canada\u2019s annual copper production by over 15%, employ about 1,500 workers during operations, with a peak of approximately 1,800 workers during construction, and reduce greenhouse gas emissions by over 70% when operational. Working in close collaboration with the Tahltan Nation, it is an important step in reconciliation and further developing the potential of Northern British Columbia and will strengthen Canada\u2019s role as a reliable supplier of copper and other resources essential for global manufacturing and clean energy technologies. This mine is part of the proposed Northwest Critical Conservation Corridor. This corridor is being moved to the MPO for consideration, as it presents opportunities for critical minerals development, clean power transmission, Indigenous project leadership, and a potential new conservation area the size of Greece.<\/p><p><span style=\"font-weight: 400;\">Source: Prime Minister of Canada Website<\/span><\/p><table><tbody><tr><td><p><em><span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/www.canada.ca\/en\/privy-council\/major-projects-office.html\">More about the MPO<\/a><\/strong><\/span><\/em><\/p><\/td><\/tr><\/tbody><\/table><p><span style=\"font-weight: 400;\">Note, the MPO mandate will help to identify projects that are in Canada\u2019s national interest and accelerate their development, including by creating a single set of conditions \u2013 reducing the approval timeline for projects of national interest to a maximum of two years and working with provinces and territories to achieve a \u201cone project, one review\u201d approach. Most notable, is that these major projects are located in First Nations lands. Canada will need to provide meaningful consultation with these impacted First Nations with the respect and transparency utilizing Free, Prior and Informed Consent, (FPIC). It still is unclear what approach will take place going forward in economic reconciliation.<\/span><\/p><p><span style=\"font-weight: 400;\">Since June 2025, it feels like all major projects have been put on hold until the federal Government assesses and evaluates what additional major projects are a priority. If Canada is looking at all deals fairly, we need to look at Canada\u2019s First Nations major projects as a priority if we are focussing on tariffs. We have to have connection to emergency services,\u201d Grand Chief Jerry Daniels said in an interview.<\/p><p>An 18-year-old woman was killed and several others were hospitalized last Thursday after a series of stabbings on the reserve.<\/p><p>The suspect \u2014 Tyrone Simard, 26 \u2014 fatally stabbed his 18-year-old sister, wounded seven others, and later died after driving a stolen vehicle and colliding with an RCMP officer responding to the tragedy, RCMP have said.<\/p><p>Hollow Water is not a remote community. It is about 200 kilometres northeast of Winnipeg and connected by road. But it is outside cellular coverage areas to the south, east and west.<\/p><p>The community\u2019s 1,100 residents rely on alternatives such as land lines and Wi-Fi calling. By all accounts to date, authorities responded quickly last week as community safety officers were on site and RCMP officers from multiple detachments in the region drove to the scene.<\/p><p>Health officials said Monday four patients from the community have been discharged since the attack \u2014 the most recent person on Sunday \u2014 and the rest are expected to be released in the coming days.<\/p><p>The RCMP officer injured in the collision with the suspect remains in hospital, RCMP said.<\/p><p>Hollow Water and other First Nations deserve the same type of connectivity as other communities, Daniels said. Aside from safety issues, connectivity would help economic development and public services, he said.<\/p><p>\u201cThese are all reasons why First Nations are basically considered second-class citizens within their own country.\u201d<\/p><p>Bell Canada says it currently covers about 99 per cent of the Canadian population and is expanding coverage further.<\/p><p>\u201cBell is working with all levels of government to enhance and grow our wireless network in addition to our ongoing work to build new towers across Canada, including in Manitoba,\u201d the company said in a written statement.<\/p><p>Mike Moroz, Manitoba\u2019s minister of innovation and new technology, said he is working with the federal government, which regulates telecommunications, on improving service.<\/p><p>Moroz expressed optimism over the fact that Buckley Belanger, a member of Parliament from northern Saskatchewan, was appointed this year as federal secretary of state for rural development.<\/p><p>\u201cHe understands the reality on the ground in some of these communities. The CRTC opened a consultation into the matter and issued a temporary decision this past February that upheld the rules, while delaying a final determination until the summer.<\/span><\/p><p><span style=\"font-weight: 400;\">Bell responded to the February decision by cutting $500 million in investment plans this year and slowing its fibre network build by 1.5 million locations it had intended to connect.<\/span><\/p><p><span style=\"font-weight: 400;\">On Friday, Bell \u2014 along with Rogers and the Canadian Telecommunications Association \u2014 called for the federal government to overturn the regulator\u2019s decision.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cThe CRTC policy will continue to have major negative impacts well into the future,\u201d Bell executive vice-president Robert Malcolmson said in a statement.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cAs Bell and others have consistently warned, this policy is stalling investment, diminishing network resiliency and leaving rural, remote and Indigenous communities behind. Over the long-term, it will reduce competition as smaller internet service providers, who cannot offer the same promotions and bundles as large players, are squeezed out of the market.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Rogers spokesman Zac Carreiro said the CRTC\u2019s \u201cmisguided decision\u201d runs counter to Ottawa\u2019s agenda \u201cat a time when Canada needs investment to grow the economy.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cThe result is the lost opportunity to create jobs and get our economy back on the right path,\u201d he said in a statement.<\/span><\/p><p><span style=\"font-weight: 400;\">The Competitive Network Operators of Canada, an industry association representing independent internet providers, also called for federal intervention. Its president and chair Paul Andersen said the decision \u201cputs the future of affordable, competitive internet for Canadians at risk.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cWithout clear action from cabinet, smaller providers will exit the market, and Canadians will face higher prices and fewer choices,\u201d he said in a statement.<\/span><\/p><p><span style=\"font-weight: 400;\">Other providers slammed the CRTC\u2019s ruling, including Cogeco Inc., Eastlink and TekSavvy.<\/span><\/p><p><span style=\"font-weight: 400;\">Andy Kaplan-Myrth, TekSavvy\u2019s vice-president of regulatory and carrier affairs, urged the CRTC to \u201csignificantly\u201d reduce rates that wholesalers pay big companies to access their networks, \u201cgiven how this decision puts dominant telecom giants head to head against independent competitors.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">A report released earlier this month by the Montreal Economic Institute said forcing companies to sell access to their networks, sometimes below cost, would discourage investment in vital internet infrastructure.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cThat is not a good thing for Canadians, especially as more and more of our activities depend on our access to good and reliable data services,\u201d said Renaud Brossard, a spokesman for the think tank.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cThe less investment there is \u2026 the longer it becomes to load pages, to watch videos, or in the case of large companies, to provide services to their consumers. Lower investment and lower quality networks means it\u2019s going to be slower to access these sort of things.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Telus applauded the CRTC on Friday, saying its decision \u201creinforces the independence of expert regulators.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">The company began offering fibre service throughout Ontario and Quebec in November under the wholesale regime, saying it planned to extend its offerings to the Atlantic provinces too. Since then, it has already added thousands of customers in those regions, Telus associate general counsel Daniel Stern said in an interview earlier this month.<\/span><\/p><p><span style=\"font-weight: 400;\">He dismissed concerns that standalone internet providers would be squeezed out by Telus\u2019 entrance to internet service markets where it doesn\u2019t own
